The problem is related to the technique that J & J used to sterilize the 'some' lots of baby powder is made at their plant in Mulund in India.

The technique involves the use of gas of ethylene oxide (EO) to kill any organism living in the powder. EO sterilization is generally used on materials that cannot be protected by condoms in the solution. The powders are a common example. Makeup brushes is another.

The EO is used correctly and then the material in bulk is tested to ensure no EO rest if no problem. But in this case, according to the FDA, J & J made the mistake of not mandatory screening so no EO abides in baby powder. (Since OS is potentially carcinogenic, it is essential that it be deleted at the end of the sterilization.)

In response to this violation, the FDA has revoked licence J & J to produce cosmetics in this particular installation. The loss of the licence does not affect their ability to make the baby elsewhere powder or affect one of their other products.

No, first EO sterilization is not at all used on most products. Secondly, lots of baby powder which was concerned by the FDA were made at this plant in India in 2007 and they have expired in 2010, so there is little chance those are left on the shelves in any case. (We do not know if the affected product was distributed outside the India or not.)
